Measuring Knowledge Beyond Certificates and Flight Time
A pilot certificate tells an employer that the applicant met an established standard at a particular point in time. Flight time shows how much experience the person has accumulated. Type ratings, previous positions, and training records add useful context. None of them, by themselves, show how well a pilot can apply current knowledge to the work the employer needs performed today.
That is the purpose of a pilot technical evaluation. It gives the employer a structured way to examine knowledge, reasoning, preparation, and decision-making before making a hiring or training commitment. Used properly, the evaluation does not attempt to replace certificate verification, record reviews, interviews, simulator sessions, or operating experience. It fills the gap between what appears on paper and how the applicant actually thinks.
A Certificate Is a Qualification, Not a Complete Measure of Readiness
A commercially qualified pilot may have flown under very different operating conditions from those of the hiring company. One applicant may have extensive turbine time but limited exposure to international procedures. Another may know the aircraft well but have little experience interpreting company-specific weather or performance requirements. A third may have impressive total time while relying heavily on routines developed at one operator.
A pilot technical evaluation helps the employer identify those differences. The issue is not whether the applicant has ever learned the material. The issue is whether the applicant can retrieve, interpret, and apply the relevant information when a real operational decision depends on it.
This distinction matters across airlines, charter operators, corporate flight departments, air ambulance programs, cargo carriers, government operations, and other flight organizations. Each environment creates its own combination of aircraft, authority, mission, passenger expectations, operational pressure, and risk.
Begin With the Actual Pilot Position
The strongest evaluations begin with the job rather than a convenient bank of questions. Before creating a pilot technical evaluation, the employer should define what the pilot will be expected to know on the first day, what can reasonably be taught during initial training, and which weaknesses would create unacceptable risk.
The content should reflect the position’s duties and level of authority. An evaluation for a new second-in-command should not simply be a shorter captain’s test. A captain candidate should be assessed on command-level judgment, not only aircraft facts. A check-airman or instructor candidate should be able to explain technical material, identify errors, and distinguish a minor knowledge gap from a significant threat to safe operations.
The aircraft and operating environment also matter. Questions for a domestic turboprop operation should differ from those used by an international large-cabin flight department. The goal is relevance, not difficulty for its own sake.
What a Pilot Technical Evaluation Should Measure
Regulatory and Company Knowledge
Pilots need more than the ability to quote a rule. They must recognize when it applies, how company procedures implement it, and where to find controlling information when the answer is not immediately known. Scenario questions can reveal whether an applicant understands the practical relationship among regulations, operating specifications or authorizations, manuals, and the pilot’s own authority.
Aircraft Systems and Limitations
Aircraft questions should test operational understanding rather than reward memorization of obscure facts. A useful pilot technical evaluation might ask an applicant to explain the consequences of a system failure, identify affected indications, discuss available redundancy, and describe how the condition could change the plan. The best answer often includes appropriate use of the checklist or aircraft manual instead of an attempt to recite every step from memory.
Performance and Flight Planning
Employers can use realistic information such as runway conditions, weather, passenger load, fuel requirements, terrain, and aircraft limitations. The applicant should be able to identify the controlling factors, explain assumptions, and recognize when additional information is required. The objective is not to turn the evaluation into a long mathematics exam. It is to see whether the person knows which calculations matter and what the result means operationally.
Weather and Operational Risk
Weather questions become more useful when framed as decisions. Rather than asking for a definition, give the applicant a developing situation involving convective activity, icing, deteriorating visibility, or strong winds. A pilot technical evaluation should reveal whether the applicant can interpret the information, anticipate how conditions may evolve, and build reasonable margins before the available choices begin to disappear.
Abnormal Situations and Judgment While Conducting A Pilot Technical Evaluation
Not every problem has one perfect answer. An abnormal scenario can assess priorities, workload management, communication, checklist discipline, and willingness to discontinue a plan. The evaluator should be listening for a sound decision process, not a dramatic display of confidence.
When Conducting a Pilot Technical Evaluation Use More Than One Kind of Question
Multiple-choice questions are efficient for checking broad knowledge and identifying specific gaps. They are less effective at showing how someone reaches a decision. A well-designed pilot technical evaluation normally combines several formats.
Short-answer questions can test explanations and terminology. Oral questions allow the evaluator to explore the reasoning behind an answer. Written or tabletop scenarios show how the pilot organizes incomplete information. Manual or chart-based exercises test the applicant’s ability to find and use approved sources. For some roles, a simulator assessment can then confirm whether the same knowledge transfers to crew performance and aircraft operation.
The assessment does not need to be unnecessarily long. Thirty relevant questions and two meaningful scenarios may produce better evidence than a hundred trivia questions copied from an old study guide.
Standardize the Scoring Before Evaluating Applicants
An employer should decide what acceptable performance looks like before the first candidate arrives. Every scored item should have an expected answer, defined criteria, or observable behaviors. Critical errors—such as disregarding a limitation or continuing with an unsafe assumption—should be identified separately from ordinary knowledge gaps.
For scenario responses, the pilot technical evaluation can score several dimensions: recognition of the problem, selection of reliable information, regulatory or procedural accuracy, risk assessment, decision quality, and communication. Clear scoring anchors help evaluators distinguish between a weak answer, an acceptable answer, and a strong answer.
Standardization also makes comparisons fairer. Candidates should receive substantially similar instructions, time, references, and follow-up prompts. Evaluators should document what was observed rather than relying on impressions such as “seemed sharp” or “not captain material.”
Separate Trainable Gaps From Readiness Problems
Few applicants will answer everything perfectly. The value of a pilot technical evaluation lies partly in showing the nature of the gaps.
A pilot who misremembers a minor limitation but immediately knows where to verify it may present a straightforward training issue. A pilot who confidently invents an answer, ignores conflicting information, or resists correction presents a different concern. Similarly, a candidate who understands the regulations but struggles with a company-specific procedure may be easier to prepare than someone who lacks the underlying concept.
Employers should connect results to a defined decision. The outcome may support selection, identify topics for initial training, justify an additional simulator assessment, or show that the candidate is not ready for the position. The score should inform the decision without pretending to capture every aspect of professional capability.
Common Design Mistakes
A weak pilot technical evaluation often reflects the interests of the person who wrote it rather than the work being filled. Common problems include aircraft trivia, trick questions, outdated material, unexplained acronyms, and standards that change depending on who is being interviewed. Another mistake is using the same test for every pilot role regardless of aircraft, seat, or operating authority.
Employers should also avoid turning the process into an endurance contest. Excessive length can measure fatigue and test-taking skill more than job readiness. Questions should be reviewed periodically as manuals, aircraft, routes, technology, and company procedures change.
Measure How the Pilot Uses Knowledge
Certificates, ratings, and flight time remain essential screening information. They establish eligibility and help describe experience. The hiring decision, however, concerns future performance in a specific operation.
A well-built pilot technical evaluation gives the employer evidence that a résumé cannot provide. It shows whether the applicant recognizes what matters, uses authoritative information, explains a defensible decision, and understands the limits of personal knowledge. That is a far better measure of readiness than asking who has accumulated the largest number in a logbook.
